Roles and Responsibilities of OBTL and RPO

Person Responsible for License (OBTL)

  1. Carry out all matters related to AELB.
  2. Provide the infrastructure (including financial allocation and training) required by PPS.
  3. Nominate to AELB a company employee who meets all the conditions required by AELB, to be recognized as PPS.
  4. Explain to PPS the responsibility as PPS.
  5. Ensuring that the radiation protection program adopted is in line with the instructions and requirements of the AELB and is then followed and implemented.
  6. Ensuring that the security plan for radioactive materials and licensee's facilities can be practiced systematically to ensure that the possibility of loss, sabotage and theft can be avoided.
  7. Implement a safety culture and security culture in operations involving the use of atomic energy.
  8. Ensure that all medical examinations are carried out by registered Medical Practitioners approved by the AELB only.
  9. Prepare, identify and keep all forms of records directed by AELB.
  10. Ensure that all activities involving ionizing radiation comply with the Atomic Energy Licensing Act 1984 (Act 304) and subsidiary legislation made under it.

Radiation Protection Officer (RPO)

  1. Prepare and update the radiation protection program when necessary and directed by AELB.
  2. Provide emergency planning and preparedness programs i.e. emergency plan, report any radiological emergency to AELB and investigate the incident.
  3. Identify and analyze radiological hazards in the work area and environment.
  4. Implement a radiation equipment maintenance program every year.
  5. Implement calibration and maintenance programs for radiation equipment.
  6. Organize a change surveillance program for radiation workers every year.
  7. Identify the type and level of radiation protection training for radiation workers.
  8. Classify and label work areas in accordance with the Atomic Energy Licensing (Basic Safety Radiation Protection) Regulations 2010.
  9. Prepare and implement radiation worker dose monitoring program, area and environment.
  10. Ensure radiation protection equipment is in good condition and always used by workers.
  11. Ensure the recruitment, termination and retirement of radiation workers comply with the procedures set by AELB.
  12. Research and investigate the background of new radiation workers before being hired.
  13. Assess the level of reliability of radiation workers.
  14. Ensuring that any change in the location of the radiation equipment to be carried out obtains the permission of AELB in advance.

17. Ensuring security against the licensee's facilities is constantly monitored from time to time to avoid any risk of loss, sabotage or theft.

18. Ensuring the security measures set by the licensee.

19. Report any unforeseen event that threatens the security element within 24 hours from the time of the occurrence of the related event.

20. Implement and fully test the Securities Plan approved by the AELB Department and document the implementation report.

21. The Radiation Protection Officer will stop the operation of the radiation equipment if it is found that there is a violation of the provisions of Act 304 by radiation workers.
